Both results are high quality. The general look (hat, facem, suit, earrings, composition) is very similar. However 1.0 produces better quality and representation. 

With 0.9 
 - the hair looks worse (a bit)
 - the tie is too short, and not stripped at all
 - the suit was turned purple, which makes the image more monotone

I would just say 0.9's face looks slightly better, more feminine.
