No one knew when the Crab people first encountered the people of Deep Harbor, or when their tenuous treaty began, the strange, brutal Carcinites trade for weaponry while forging treaties to help provide safe passage through the parts of the Shifting Seas that the Carcinites control.  They even help with salvage missions if the mood suits them.  But the treaty is tenuous at best.  No one really understands how they think really.  Not even the Mediator who first brokered the treaty with them.
