Case Study: City Warden

To ensure his testing grounds and guinea pigs are kept in line, the Plague King uses his City Wardens to maintain order. These are male beings who've been experimented upon and changed into obedient servants. Each is tasked with controlling a city. They have a host of other entities acting as their security force.
