Startled

Kali Neelam is one of my more powerful superheroines, especially at range. She's a genius level weapon who was trained to coordinate with a handler. Eventually she chooses two: one for combat and paramilitary situations, and the other for utility missions, e.g. search and rescue.

In other words, she finally chooses whose orders she feels compelled to obey.  Involving all 3 of them, this requires both vigorous practice and extreme trust.

Two major, neurological limitations:
1) She's seriously autistic.
2) Due to severe aphasia, she can't speak words. On a good day, she understands spoken language as well as a housecat.

However, she's not mute and she can hear music. Hence, she is commanded via sign language, semaphore, and whistling. She knows a few code words. Some of her utterances are distinctive.

While she can be a chatterbox, her speech is usually garbled and incoherent or she barks. She loves to "sing," howl, and dance.

P.S. Dogs & teddy bears are people, too! Obviously.
