These boots will be handed out to our human thief/sorc/cleric, a faithful follower of the Stormlord. Like the Boots of the Thieving Step, he can teleport to a free spot but when he disappears a thunderous boom sounds and every creature within a certain range has to make a saving throw or take thunder damage. Sowing even more chaos than he does now. Very Stormlord pleasing.
