Lotus is an extremely powerful mentalist of a Special Forces unit called AUROSU and also sort of a 'headsman' or executioner for the empire she lives in, which is the Imperium of Eden, the main civilization of the book. She carries an 'Artemus', which are primal purely psychic entities, called Oblivio, which allows her to erase minds by just inflicting it through direct eye contact, which also has rendered her blind. 

Oh, I love the detail of her becoming blind. Just if her eyes have forgotten how to function...
