The father of attorney Betty Ross, Gen. Ross rose through the army ranks quickly, attaining the rank of General after successfully commanding four tours in Afghanistan. Being a career officer put a severe strain on his relationship with his daughter, especially after her mother Anne died. When the Army decided to try an recreate the Super Soldier formula, Ross was placed in command of the project, where he made the fateful decision to recruit Bruce Banner. Following the accident that created the Hulk, Ross was tasked with cleaning up the mess, and he obsessively hunted Banner across the globe leading the Hulk-Busters. His hunt inadvertently disrupted the plans of both Hydra and A.I.M., leading to his abduction, an event that would change his life forever.
