Kua Toa

The Kua Toa are maddened fish humanoids, said to have the ability to create their own gods simply by believing hard enough. The imagination of a Kua Toa knows no bounds, but most of the nightmarish abominations they conjure up are simply the creations of Milos, the goddess of the sea and all sea life, brought to the surface to serve whatever purpose the Kua Toa have in mind for them. Whether they know it or not, human fishermen and the Kua Toa serve worship the same goddess.
