The imperial government of the Phoenix Coalition is an elective monarchy, vaguely similar to the way the Holy Roman Empire or the Polish-Lithuanian Commonwealth operated in the real world. While an emperor or empress sits on the throne, the Ruling Council (composed of a representative from each dominion, chosen by the rulers of same) acts as a combination of advisory council and parliament, handling much of the day to day business of the Coalition so the reigning monarch can focus on specific matters of import. In particular, the emperor or empress is charged with overseeing the military and magical defense of the Coalition, as the monarch is also the commander-in-chief of all the Coalition’s armed forces. The state of the relationship between an empress or emperor and their Ruling Council can vary greatly from monarch to monarch, and this relationship will inevitably affect how the rest of the Coalition operates during the monarch’s reign.
