I just don't get why "selective edit" is available at some times of the day and not at others. It's really frustrating to not be able to use the full toolbox.

No clue. That doesn't make sense.
I no longer use 'Inpaint' tools since we now have Editing of images by Prompting. I Do wish we could use the selection tool With Edit Prompting - that would be cool.
