The blue haired girl (before upscale on Dreamshaper XL Lightning)

From wherever your image come, you can upscale it on Dreamshaper XL Lightning using the evolve button. If you use an uploaded image you can't evolve it...but pick another image that you can evolve, then change the start image from the creation page, change the prompt, you can now evolve and upscale (if your original image was smaller) for 0.5cr.
