Eddison's book was published in 1922, but he had been working on it since his childhood. This quote seems (and the character it's talking about) I'm guessing to have been inspired mostly by Napoleon. He did this, as have most successful imperialists since the Romans. (PS. I know Eddison was in some ways a "bad guy.")
