Continued from Hadal Mermaid 2: Apart from the hadal merfolk of Phaneros, none of the hadal merfolk communities have sworn allegiance to the Empire. The Empire has always had difficulty dominating seafaring species, as they tend to be self sufficient, highly nomadic, and live underwater. The Empire has relatively few marine or amphibious troops, and the new submersibles are not practical for dominating individual approximately human sized undersea creatures. The Empire could use depth charges filled with Erysipelothrix rhusiopathiae, but that would drastically disrupt the marine ecosystem. For now the Empire and the various hadal merfolk are content to ignore each other.
