I started out by trying to do a picture of one of Tolkien's Nazgûl (aka Black Riders, aka Ringwraiths, etc.), the idea being that you've just encountered him by sheer accident (as far as you know) during a leisurely walk along a quiet forest trail, but now I'm not sure if this really is a Nazgûl. Perhaps this is some other sinister character, based in another medieval fantasy world, who just happens to share the traditional Nazgûl attitude about the proper way to dress in order to win friends and influence people?
