Most of the citiscapes use the "epic" modifier, and if im doing a fantasy tower of castle (featured prominently) I'll use an artist, Emerson Tung works great with fantasy towers and Glass, and then "bob ross" for skies. 

Oh, and I almost always start with a title in quotations "the Dream tower" the rest of it is a lot of experinentation, I use a free engine that lets me generate thousands of images, then pick a start image, and mask, lots of masking
