The reason you have an eagle is because it's weight is 1 and the part with the woman is 0.
Try changing the first prompt to:
Stained Glass Dream Catcher (blue-haired woman:1.1)+falcon; stars and constellations above; storm clouds below:: "Luis Royo" "Victo Ngai" "Alberto Seveso":: whimsical; ethereal. Alphonse Mucha Art Nouveau. Art Deco filaments (Wt: 1.1 or any number higher than the 2nd prompt or maybe just remove the 2nd prompt)
Alternative 2nd prompt might be:
