After his defeat at the Battle of Endor, Palpatine waited in his decrepit new body on Exegol, waiting to rise again.
From another universe - from Legends - a woman found herself in front of the erstwhile emperor.
He learned that she had once been his handpicked shadow agent. Before she married a different Luke Skywalker, she was The Emperor's Hand.
She fell to his might, but Palpatine was impressed. He had foreseen the failures of Snoke and Kylo Ren.
This First and Final Order would have an easily-replaceable puppet ruler, and cloning the woman, he had the face of his Order.
'Mara Jade' led from the front, commanding legions of stormtroopers with deadly efficiency. Her armor designs for female troopers earned her zealous loyalty.
Now, 'Mara Jade' reaches out, The Hand of All of the Sith, to crush the resistance and conquer the galaxy.
