I imagined the elements of your image related to a popular TV series "Most Wanted II".
After I had no success repeating your prompt in both of these 2 models, I then did it in NanBan 2 (first one clothed both modestly, on instruction it made them closer to yours) - however then NC won't upload and partly uncover, or even upload at all - see the "censored images" below
