As Tywin has demonstrated over the years, the one who holds true power does not sit on the Iron Throne.
He's not a nice man, not even a good man, that's for sure. But he's still human and makes mistakes just like the rest of us. It can be argued that when his beloved wife died, his grief and rage either brought out the worst in him or turned him into an apathetic husk. However, it does not excuse any of his actions, only as a way to better understand him as a person and character.
