A true One Dimensional Universe would be a line that stretches to infinity and the occupants would be points on that line. Not really very interesting ...
Let's loop this universe into a circle and make the occupants more distinct. They are free to move back and forth but can not tell that they are in a closed Two Dimensional universe.
