Answer: Neither! "Rendezvous with Rama" was published by Arthur C. Clarke in 1973. The L5 Society was founded in 1975, and the Space Studies Institute in 1977. Though Gerard K. O'Neill's Space Colony Design was first published in Physics Today, in September 1974.
