The Wicked Witch of the East represented the Bankers on the East Coast. It is no accident that a house fell on her. Reprocessing real estate was one of their favorite games. The were known as The Banksters.
But innocent as Dorothy was, she was in the house when it came down on the Witch. Which brings us to the most important question:
Who did Dorothy represent? And why a tornado?

I see that Dorothy is wearing the Ruby Slippers from the 1939 movie. In the original 1900 story the slippers were Silver.
Silver slippers on a yellow (gold) brick road taking Dorothy to the Wizard was no plot coincidence. It was at the heart of the story...

I looked at your other work. I think this is the best for DC. Alternative is the Knight and the horse as we discussed.
This also could do well, but I prefer the knigh on the horse image.
