It is the setting of one of my Campaigns set in the SCP Foundation universe. The picture was drawn by O5-13 after his visit there. It is a location bordering existence and non-existence. Anything in the Omniverse that has ever been wiped from existence has a chance of appearing here. While many decide to settle down in the city, if you survive it's challenges and make it to the center of the city, you get to choose an existence of your choice.
