This passage is spoken by Jesus to Mary Magdalene after he has been resurrected from the dead. Mary is touching him, but he tells her to let go because he is not yet fully in the presence of God the Father. This is because Jesus' resurrection is a transitional event, and he must first ascend to heaven before he can fully reunite with God.
