In our weekly D&D 5e campaign, the setting suggests Wolves are an incredibly new, and wholly unfamiliar introduction. Then a large creature "the size of a horse, that vaguely resembles a dog" showed up and started attacking people. Thus the "Horse Dog" legend began. 

The artist just really misunderstood the description, but obviously nailed it!
