Although Herer'em IX also bears the title Senun'Nai, Isis VII is considered the higher-ranking of the two, as matriarchal succession applies in the imperial family. Power is inherited from mother to daughter. And even if the male Senun'Nai is considered the actual ruler (with political power), he is only number 2 in the hierarchy. @Mim1986
